Can gold buyers, traders and sellers short the market if they trade with each other on your exchange? How is that still legal?

You can only trade or in this case sell their bullion you already own. This means should an investor choose to sell what is legally theirs at a lower price than what is being quoted by others, it is technically not selling short, but selling cheap.
